Beyond Price, Within Nature's Limits: Harmonising Offshore Wind Auctions in the North Sea

Offshore wind is central to achieving Europe’s climate and energy goals. Its expansion across the North Sea must also respect ecological limits and contribute to biodiversity protection, resilient supply chains and wider societal value.

The North Sea Alliance is a cross-border coalition of environmental organisations working to strengthen science-based advocacy, marine protection and coordinated decision-making across the North Sea region.

The Alliance invites representatives from public authorities, industry and civil society to discuss how non-price criteria in offshore wind auctions can be better aligned at EU and North Sea basin level. The workshop will explore where common standards and principles could strengthen environmental ambition and support a more coherent regional approach, while maintaining the flexibility needed to reflect national and site-specific circumstances.

Through expert contributions and interactive breakout sessions, participants will exchange perspectives, share practical experience and identify opportunities for greater cooperation across the North Sea region.

The discussions will focus on questions including:

  • Which non-price criteria could be harmonised across North Sea countries?
  • How can these criteria be designed to be transparent, measurable and enforceable?
  • How can environmental and societal objectives be more effectively reflected in offshore wind auction design?
  • Which policy processes and next steps could support a more coordinated approach at North Sea and EU level?

The workshop aims to develop a shared understanding of the opportunities and challenges associated with non-price criteria and to identify practical next steps towards greater regional coordination.

    The North Sea Alliance is a newly formed alliance of non-governmental organisations whose aim is to promote the environmentally sustainable expansion of wind power in the North Sea. The member organisations are:
